The Department of Information and Communication Technologies (ICT) has published the full videos of the three plenary sessions that were held during the state of alarm on YouTube's ICT Channel.
Additionally, and after its preparation by the ICT Department and approval by all members of the Plenary, the first two video minutes of the plenary sessions that were held during the state of alarm have been published.The plenary sessions of the Mula City Council are routinely transmitted live through the ICT Channel, these videos are then processed to become the minutes.
However, the meetings of the Municipal Council during the state of alarm also required the support of the Department of Information and Communication Technologies so that all the participants could attend while complying with the confinement regulations in force at the time of their execution.
.The good work of the municipal technicians allowed the plenary sessions to be carried out without major problems, thus contributing fundamentally to the activity of the consistory being able to continue despite the difficulties derived from the pandemic prevention measures.The videos of these historic plenary sessions can be seen on the TIC Channel on YouTube and the video minutes have been published, as usual, on the plenary page of the municipal web portal together with the call documents and videos.We recall that the system of electronic minutes "video-minutes", put into operation in January 2020 by the ICT Department, carried out entirely with its own means, and which is made available to all citizens, consists of the following fundamental points:Preparation of an abbreviated minutes with the points of the day, decisions and agreements made at each point.The full video of the Plenary available on mula.es that can be downloaded by any citizen.Links from each item on the agenda to the exact moment of the video available on the Youtube platform.
These links are available from the same digital file as the record.Use of asymmetric cryptography to ensure that neither the video of the Plenary Session nor the abbreviated minutes themselves are altered from the moment the electronic signature of the Minutes is produced by the Secretary of the City Council.The ICT and Transparency Councils continue to work on bringing the decisions and deliberations made by the Municipal Plenary to all citizens, in the simplest and most transparent way possible, for which we are convinced that the use of digital media is essential and necessary and telematics.
